Why Are MFPEECS and RDFCS Not Available in Retail Home with SSO Configured through SAML IDP on IDCS and Federated Application? (Doc ID 2739642.1)

Goal

Customer has configured IDCS and Federated application SAML IDP, and tested the Single Sign On (SSO) connection successfully.  Why are the RDFCS and MFPEECS Retail applications not available in Retail Home?  They are available only when logged in directly to the application and not using SSO.
