EFF Values Are Getting Updated And Published Even If Change Order Is Not Approved

Symptoms
CO is still in open status. if customer is querying the item in Master org, then the value of attribute is not changed since the CO is not yet approved. But the value of dependent attribute in child orgs is changed.
Why is the value in child org updated even if CO is not yet approved?
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change the value of an Attribute in Master Org
2. Value of that other dependent attribute is changed based on assignment rule in Child Org and CO is triggered.
3. The CO is not yet approved but still, the value is updated in the child Org.
