Load Is Not Getting Auto Assigned When OBLPNS Is Packed.

Symptoms
Load is not getting auto assigned when OBLPNS(Out Bound License Plate Number) is packed.
Facility parameter ASSIGN_LOAD_WHEN_PACKED is set to YES
Facility parameter ASSIGN_LOAD_AT_CREATE_OBLPN is set to NO (This was set like this because if it's "yes" system created the OB LOAD when picking task is executed)
Steps to reproduce:
1- Create and Wave Order.
2- Execute picking tasks.
3- Interface Planned OB Load (containing the Order recently picked).
4- Execute Packing OBLPN.
5- Note that if we go to OB Loads, the order was not assigned to Load.
Workaround:
Use RF Assign to Load.
