Fusion FDC: XML Not Imported To Fiscal Document Interface (Doc ID 2740668.1)

Symptoms

XML not imported to Fiscal Document interface

Users observe several XML not processed by Import Brazil Electronic Documents,
and not recorded on Fiscal Document interface.

There is no LOG or OUTPUT file.
 
Steps To Reproduce
1. Import Fiscal Document
2. In Fiscal Document capture, search imported FD, get "No data to display"
3. Check View Interface Exceptions for FD, get "No data to display"
