Clearance Induction Job Is Showing Failure In Job Audit Logs (Doc ID 2741248.1)

When attempting to run the clearance induction job the following error occurs.

Steps to reproduce:
1. Created RPM Clearance file in 375K records.
2. Sftp file to RPM to process the file by RPM Clearance induction job.
3. Verify the batch is failing.
