Symptoms
On : 11.13.20.07.0 version, Webservice and RESTAPI
While loading EDMCs Account Hierarchy file has getting Error Out
While loading into Cloud from the files extracted from EDMCs (Enterprise Data Management Cloud System) Account Hierarchy has getting Error Out
ERROR

Value Set Found. ValueSetId:57003
Inside isLookupExist()
Profile Option GL_SKIP_IMPORT_VALIDATION is not set or value is null
ERROR :: Validation failed for value:410000
ERROR :: Validation failed for value:411000
There were some invalid values found during processing of imported value set values.
Import of values failed for version:IFS Account, Value Set:IFS Account Further processing will be done for hierarchies.

The issue can be reproduced at will with the following steps:
1. Fill Template to import values and hierachies
2. Import template
3. Check it ends in error
