[UKGOV] GEN2: SOA Marketplace Fails To Provision - Error Connecting To Bastion (Doc ID 2742965.1)

Goal

It appears that after having created the SOA Bastion server, the Oracle Marketplace server cannot connect to it.

2020/12/23 17:46:02[TERRAFORM_CONSOLE] [INFO] Error: timeout - last error: Error connecting to bastion: dial tcp xxx.xxx.xx.xxx:22: connect: connection timed out
 
I am following this note

And iam creating an instance with private subnet with a LB. I have added to the public subnet security list the IP addresses listed here: https://docs.oracle.com/en-us/iaas/tools/public_ip_ranges.json where tag=OCI. I cannot see any attempt to connect to the Bastion from the Oracle Marketplace server. Are the IP addresses in the public_ip_ranges.json valid for region xxxxx-london-x?
