Item Creation Screen Does Not Validate Mandatory CFA

Symptoms
When a CFA attribute based on the ITEM_MASTER table created with the mandatory condition, the system is allowing you to approve an item even without filling in this attribute.
Steps to reproduce:
1. Create a mandatory ITEM_MASTER based CFA.
2. Create an item without filling this CFA attribute.
3. Try to approve this item.
4. Notice that items got approved and screen does not validate the mandatory field.
