FEFO Allocation Method Not Working For Mixed SKU LPNs

Symptoms
FEFO rule is not allocating properly while having LPNs with more than 1 SKU.
LPN1
Item A (Expiry date = 12/31/2021)
Item B (Expiry date = 01/03/2022)
LPN2
Item A (Expiry date = 01/02/2021)
Item B (Expiry date = 12/31/2021)
Order processed on the wave is requiring a FULL LPN containing Items A and B.
When executing the wave, LPN1 on the example above has been allocated instead of LPN2 (closest to be expired).
