Measurements are not retrieved base on the Measurement Description

When creating a Bill using Schedule as Billing Option, the system is retrieving measurements base on the Bill Cycle schedule instead of using the Measurement Cycle schedule.

Documentation indicates that we should be retrieving the measurements base on the schedule related to the measurement cycle defined on the SP. However, it is using the billing period defined by the scheduled for the Bill Cycle defined on the account. As for example, accounts with multiple Premises across different Measurement Cycles.

The implications of this include incorrect calculation of consumption and related charges.
