Cannot Add Candidate Attachments to the Interview Tab [20D]

Symptoms
In 20D version, Evaluation Management / Interview tab
Attachments which exist in the Candidate file or Requisition file are not available to add when creating a one on one interview.
Steps to reproduce:
1. Fluid Recruiting > Verify the Candidate [ID] on requisition [requisition ID] displays attachments in the attachments tab
2. In the Interviews Tab > Create Interview > One on One > Add Participant
3. Under section File Sharing > Observe there are no attachments available to select
Result: The participants will not receive any attachments to review previous to the interview.
