Ethnicity Error - You can't have more than one primary Ethnicity at a time (Doc ID 2746068.1)

When attempting to edit ethnicity in Person Details for employees who had previously selected Not disclosed in the past,
the following error occurs.

You can't have more than one primary Ethnicity at a time (PER-1531915)

However, for those who had left it blank, customer was able to make an edit and submit. For example, employee After submitting, the check marks are gone as well as if I had not made any selection. But they do come over the report.

The issue can be reproduced at will with the following steps:
1. Me > Personal Details > Demographic Info
