Error while evaluating open enrollment
After evaluating Open Enrollment Life Event the following error occurs

There is a participant rate overlap for the standard rate because of the configured rate start and end date rules. (BEN-990342)
Revise your rate start date rule and rate end date rule configuration. Review any associated formula. This error occurred in the procedure . Context at the time of error: Program Active Benefits Program, Plan (plan name), Option (Option name), Rate (rate name), Existing Rate Start Date yyyy-mm-dd, Existing Rate End Date yyyy-mm-dd, and New Rate Start Date yyyy-mm-dd.
