Symptoms

The user has loaded the budget versions loaded for NNN budget versions, Financial Plan Type : Cost Only Budget with Budgetary Control as Absolute  this field is not present in the file imported but in the financial plan type) and needs to
- delete them
- change Budgetary Control to "Advisory"
- reload
