Conversion Journals Not Getting Posted Due To Funds Check Error Code F_BAD_RATE (Doc ID 2746964.1)

Symptoms

On : 11.13.20.01.0 version, Journals and Intercompany

Conversion Journals not getting posted due to budgetary control error.

When trying to post a journal batch, funds check fails with below error

ERROR

Budgetary control failed for the batch. Review failure details in the Enter Journals page

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. go to General Accounting > Journals > Create Journal
2. enter details and try to post it
3. check the funds check error details

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot post the journal batch.
