Symptoms
Cannot add "Oracle Cloud" application as its template is NOT listed in IDCS "App Catalog".
Issue steps:
IDCS adminconsole -> Applications -> click on "Add" -> "App Catalog" -> No "Oracle Cloud" exists in here.
