Symptoms

Manually generated Quick Response (QR) code is INCORRECT.

IDCS console →My Profile→Security→2-Step Verification→Enable→Mobile App→
check on 'Offline Mode or Use Another Authenticator App' →Enter key manually

The key generated in the step doesn't include secret value it shows 'blank'.
e.g - otpauth://<tenant info>&period=30&algorithm=SHA1&digits=6&Deviceid=59616a86f4ba4b34bda3df6796b40d0b&secret=<blank>
