Can the Supplier Negotiation Response spreadsheet be customized?

In case there are many lines to respond,  its difficult to manipulate multiple lines at s time in current format using excel functions.
User looking to reorganize the existing fields.

Steps
1.Navigation to Download Supplier Negotiation Response Spreadsheet=>
2. <Log in> as Supplier User > Supplier Portal >View Active Negotiations>
3. Select Any 1 negotiation and Click on "Create Response"
4. Now click on Respond By Spreadsheet> Click on Export> Click on OK after selecting "Rich Style spreadsheet"
5. A zip file gets downloaded which when extracted gives a template.
Can this template be modified by rearranging the columns ?
