Legal Entity is not available while creating Netting Agreement.
The netting duty role is assigned as per Doc ID 2518175.1

Legal Entity should be available while creating Netting Agreement.
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Netting Agreement.
2. Create new Agreement.
