Unable to print Payroll Checks to Printer when using Access Control List on BI Publisher Printer Setup

Symptoms
When trying to use the Access Control List to limit the BI Publisher printer setup to only allow specific users to print checks, specific roles can be assigned to the Printer (in Administration -> Manage BI Publisher -> Printer (under Delivery) as follows:
The following error will come up if the Access Control List does not have a role assigned to the system user which runs the Payroll process (FUSION_APPS_HCM_ESS_APPID):
Error message:
[INSTANCE_ID=bip.bi_server1] [PrintProcessor]Deliver to printer completed with failure. Server [Check Printer Server] does not exist or user does not have permission to access the server.
