All Public Actions Appearing Instead Of Customize Actions On Allowance Booking Screen

When using a custom screen set with a custom manager layout for edit having the actions customized, with the manager layout having a field connected to a shipment ref num, a shipment is edited and the shipment ref num is updated, then an action is used to upload a document, this is triggering an agent, than the Finished button is clicked and the user is cancelling the changes. When going back to Actions, the list contains all the actions not the customized list of actions as it was shown initially.
The issue can be reproduced at will with the following steps:
1. Access the menu
2. Select the Shipment for edit
3. Go to the relevant tab and enter a different value for the filed corresponding to the shipment refnum
4. Go to Actions and select the action to upload the document
5. Select a file and Upload
6. Close that window and go back to the initial window and press on
You will see the message:
"There were <number_of_changes> changes made to <shipment_id> by <user_id> since you opened it."
7. Press Show Changes and Cancel Your Changes
8. Go to Actions again
All the actions are shown, instead of the customized list.
