Symptoms
When attempting to backout the OPEN Life Event (LE), the following error occurs.

The message is ORA-200001: You need to finish allocating percentages to your beneficiaries so that the total percentage is 100.

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Benefit administration.
2. Query for an employee.
3. Backout OPEN Life Event.
