All patches for Oracle "WebLogic Server for Oracle Cloud Infrastructure (WLS for OCI)" and "Oracle WebLogic Server for Oracle Cloud Infrastructure Container Engine for Kubernetes (WLS for OKE)" can be downloaded from My Oracle Support (MOS) and apply using OPatch. If you do not have access to patches through My Oracle Support (MOS), you can use the Patching Tool utility to download and install WebLogic Server (WLS) quarterly PSU/CPU directly onto the VM.
The Patching Tool utility is available on "Oracle WebLogic Server for Oracle Cloud Infrastructure (WLS for OCI)" instances created after December 23rd, 2020 and on "Oracle WebLogic Server for Oracle Cloud Infrastructure Container Engine for Kubernetes (WLS for OKE)" instances created after January 19th, 2021.
In order to securely provide patches outside of MOS, the Patching Tool utility was tied to the VMs created by those respective Marketplace listings. As a consequence, the tool cannot be moved to other VMs and is not available on older listing versions.
If you have an instance that does not have the Patching Tool utility, you have three options:
- Download the patches from My Oracle Support (MOS) if you have access.
- Create a new WLS for OCI instance and use the Patching Tool utility on that new instance to download the patches, and then delete the instance.
- For WLS for OCI instances you can create a new instance and move the domain and, optionally, the binaries to the new instance. Instructions are at https://docs.oracle.com/en/cloud/paas/weblogic-cloud/user/move-weblogic-server-instance.html
The Patching Tool is designed to provide WLS quarterly PSU/CPU and a very small set of other patches. It is not designed to make individual custom patches available. If you do not have access to patches through My Oracle Support (MOS), you can request access to a custom WLS patch by filing a Support ticket through https://support.oracle.com. Oracle Support will evaluate your request, and if approved, will provide a pre-authenticated request (PAR) URI where you can download the custom patch.

Note: If you have WLS installed on a BareMetal VM in OCI, please continue to download patches from My Oracle Support and apply them using OPatch. You are only entitled to use the Patching Tool utility if you are using an instance created from the WLS for OCI or WLS for OKE Marketplace listings.
