Special Chars In MashUp Content Parameters Is Breaking BIP Report

Goal
Customer has the following scenario:
- BI Publisher report has ACCOUNT_NAME parameter
- The report is embedded in UI in Service Request > subtab created with a mashup content
- The mashup content has a parameter ACCOUNT_NAME is it passes the Account Name
- When the account name has '&' special character, the BI Publisher report is not displayed in the subtab (blank). Special character seems to be breaking the URL passed in the mashup content.
How to resolve this?
