ORASE: Saving Apex Scripts Results in Error "The script exceeds the maximum size allowed."

Symptoms
In the "scripts" section of APEX, we are not able to create scripts of any size.
1. Login to APEX with workspace RETAILWORKSPACE
2. Select SQL Workshop
3. Select Scripts
4. Click on Create
5. Give a script name and type a simple command such as "select 1 from dual;" in the command text box
6. Save the script to see error "The script exceeds the maximum size allowed."
