Goal

On : 11.13.21.01.0 version, Service Request

Unable to enable Help Desk offering

Navigator -> Setup & Maintenance -> Actions -> Go To Offerings ->
Choose Helpdesk and try to enable but it does not.

This was already enabled before the upgrade but it seems to have been de-selected after the upgrade.
