Error While Uploading Item Structure : The pack component of organization does not exist. (EGP-2776012) (Doc ID 2752696.1)

Symptoms

When attempting to upload an Item Structure to product hub, the following error occurs:

Name:Primary, null - JBO-25017: New entity row of type PendingComponentEO cannot be created.
Item : null(null), null - The pack component COMPITEMXX1 of organization does not exist. (EGP-2776012)

The issue can be reproduced at will with the following steps:
1. Download and complete the Item Structure import template
2. Generate CSV and ZIP files
3. Upload file to UCM folder
4. Run Load Interface File for Import
5. Run Item Import process for the batch_id
