Oracle Fusion Recruiting Cloud: Candidate Does Not Receive Offer Email if Job Application Began by SMS Text (Doc ID 2753573.1)

Problem Description:

An external candidate applies by choosing the SMS Text feature.  An SMS text that provides the candidate a verification code is never sent.

The candidate goes back and reapplies to the same job, this time choosing the Email feature.  When a job offer has been extended to the candidate, the candidate never receives the job offer email. 

For candidates that apply and select the Email option the first time, the job offer notification is received.
