Symptoms

Problem Description:

When using the Candidate Duplicate Check and Merge After Job Offers feature, users will receive a warning as expected:

We found a possible duplicate of this candidate. (IRC-1590693)

However, when viewing the duplicates, there is no option to proceed with the original candidate by creating a pending worker -- there is only the option to Merge.
