EPMAgent : Bind Parameters not Substituted when Set at Application and Rule Display Level (Doc ID 2756635.1)

Symptoms

When Setting/Edit Application Filters like EXTRACT_QUERY,DELIMITER ,JDBC_URL for the agent, bind parameters may be defined as different levels in the UI. When defined at the rule level, the bind parameters are substituted correctly.
However, if set to "Application and Rule" display level, the bind parameters do not get set correctly and the process fails when processed by the agent.
