Symptoms

On : Oracle APEX Application Development service instance.

When attempting to access base functions such as UTL_HTTP package,
the following error occurs.

ERROR
-----------------------
HTTP Failure
An error occurred during URL invocation.
ORA-24247: network access denied by access control list (ACL)
