Problem Description:

A specific section is missing when creating a job offer -- it only becomes available when editing a job offer.

For example, when creating a job offer, the Payroll Info section is missing.

1. Access the job application in Recruiting
   
2. Drop-down on Actions and select Create Job Offer 
   
   
   
   
3. Notice that the Payroll Info section is missing 
   
   
   
   
4. Select Continue
5. Notice the Payroll Info is also missing in the list of sections
