In IDCS for RPAS Application Authorization the Applications Page Opens to My Apps with Message "You don't have access to any apps". Is this expected behavior? (Doc ID 2760110.1)

Goal

The RPAS CE applications were migrated to Identity Cloud Service (IDCS).  When the "Applications" is opened in IDCS, it displays a page titled My Apps.  There are no applications shown here, instead a message displays "You don't have access to any apps".  Is this expected behavior for Cloud applications of Merchandise Financial Planning, Retail Demand Forecasting and Assortment & Item Planning?
