Migration of configuration files between sandboxes

We are trying to explore options to migrate the configuration files automatically between sandboxes.
Suppose a developer is working on a Non-Publishable sandbox and later if he wishes to migrate his code form Non-Publishable to Publishable sandbox or to the Mainline, what is the best option he has other than making the change in Publishable sandbox manually and publish to Mainline?
