Read Only Attachment Introductory Text Box Not Displayed While Sending Offer To Candidate.

Steps to Reproduce:

Recruiting
Access the Candidate Submission in which an offer needs to be extended
More Actions > Extend Offer
Choose Email as Method > Select Template for offer > Click Next
Note: Message template needs to be read-only attachment
Notice under the comments box no additional box is displayed to add introductory text to Read Only Attachment
