Symptoms
BDI_PRICING_PROMO_OFFER_TX_JOB Fails When Location Lists are Used For Promo Creation. Below error can be noted in the server logs.
Error: Calling Oracle Function RMS01.RPM_PROMO_OFFER_BDI_SQL.PUBLISH_PROMO_OFFERS .
Oracle Function RMS01.RPM_PROMO_OFFER_BDI_SQL.PUBLISH_PROMO_OFFERS executed but returned with error @0PACKAGE_ERROR@1ORA-01400: cannot insert NULL into (RMS_BDI_INT.PROMO_OFFER_LOC_OUT.EXCLUDE_IND)@2RPM_PROMO_OFFER_BDI_SQL.BUILD_ADD_DEL_OFFER_LOC."
Steps to reproduce:

1. Create a promotion using the Localtion List and approve them.
2. Run BDI_PRICING_PROMO_OFFER_TX_JOB.
3. Note the job fails and the above error can be noted in the server logs.
