Symptoms

Problem Description:

A Job Offer E-Signature Statement was made inactive in the Recruiting Content Library.

After creating new content in its place, the following message is received when attempting to activate it:

Only one content item with an active version is allowed for this category and visibility. Make the other content item inactive and try again. (IRC-1590107)
