On : 11.13.20.10.0 version, Budgets

Please Advise how the Carry Forward Funds Available works:-
1-carries forward the available amount into the beginning balance of the first period of the next fiscal year.
2-Can it carry the budget from last year period to new year period for example :- Jan 2020 to Jan-2021, Feb 2020 to Feb 2021 etc....?
