EPM Integration Agent Doesn't Start When Launched as a Windows Service (Doc ID 2764680.1)

Symptoms

After successfully creating and configuring the EPM Integration Agent, a Windows Service was created for the agent.  Although the service starts successfully, the agent is does not appear to be invoked.
