GTM Transaction Line Level 'EXECUTE COMPLIANCE SCREENING' Agent Action Does Not Assign the 'Standard Documents'

Symptoms
GTM 'EXECUTE COMPLIANCE SCREENING' agent action for Required Document determination and assignment does not work if the agent is configured at the GTM Transaction Line level. The agent gets triggered and completed but GTM does not assign the 'Standard Documents' under the Documents tab on the GTM Transaction.
It works if the agent is configured at the GTM Transaction level.
