"IsPermanent" On Shipment Stop Reverting to "N" When Using TransactionCode = RC

Symptoms
When changing the ship units from a Shipment Stop using the TransactionCode = RC the new Ship Units, even having IsPermanent = 'Y' in the transactions are changed to Shipment_stop_d.is_permanent - 'N'
EXPECTED BEHAVIOR

It is expected to have IsPermanent = 'Y'
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload the xml file with IsPermanent = 'Y'
The IsPermanent is set to 'N'
