Symptoms
Exception License Compliance Rule does not work with multiple Country Qualifiers on the rule as conditions.
Example:

- Compliance Rule Set Group ID: XXXX
- Compliance Rule ID: XXX_LICENSE
- Compliance Rule ID: XXX_LICENSE_EXCEPTION
Country Qualifier ID
SHIP_FROM = POL
SHIP_FROM = NLD
- GTM Transaction: XXX (SHIP_FROM Involved Party = NLD)
Compliance Screening result: Only License rule got assigned (XXX_LICENSE), the License Exception not assigned
- Now edit the SHIP_FROM Country Qualifier and remove the 'POL' on the License Exception Rule.
Compliance Screening result: Both License and License Exception rules got assigned
