Unable To Create Portfolio With A Filter Combination Of "Is Under and Not Equal" (Doc ID 2767366.1)

Symptoms

Issue was originally reported in release 21.1, but the issue also presents in earlier releases of 18, 19 and 20.

In P6 web, when trying to create a portfolio with the following condition, it fails.

project status is NOT equal to <value>
EPS is under <EPS name> ....

  1. When project status is NOT equal to "any of the values", it will fail.  When changed to "equal to", it will succeed.
  2. "Project status is not equal to" works with other conditions, but it does NOT work in conjunction with the "EPS is under" condition.
