Setting Up Okta SSO With Oracle Identity Cloud (Doc ID 2769571.1)

Symptoms

Trouble setting up Okta SSO with Oracle Identity Cloud.
Customer added Okta as an identity provider and the test during the wizard passes.
Once they login using SSO, there are no applications available.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add OKTA as Identity Provider.
2. Log into OPC using SSO.
