On : 11.13.21.04.0 version, Data Load

After upgrading to R13 21B and when attempting to end date existing Element Entry and associated Element Entry Value records via HDL, the following error occurs. Able to load the same file on another environment which is still on R13 21A

The ElementEntryValue METADATA line can't be processed as the ReplaceLastEffectiveEndDate attribute isn't supported. EffectiveEndDate can't be modified for this business object.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load attached Element Entry HDL file with both Element Entry and Element Entry Value records successfully via HDL on environment still on R13 21A
2. Load same attached file on environment which upgraded to R13 21B, encounter error above
