[OCI] After startup of database Instance, the Instance terminated by PMON process with error 12752

Symptoms
In OCI VMDB system, after the change shape, the Instance being continuously terminated by the PMON process.
Instance Critical Process (pid: 9, ospid: 18191, SA00) died unexpectedly
PMON (ospid: 18158): terminating the instance due to error 12752
The following message observed the database alert log file
