First Condition Of Buy X And Y Get Discount Offer Is Not Immediately Editable

Symptoms
When adding the first qualifying condition, the Edit option is grayed out. It should be immediately editable. Currently you have to add a second offer, qualifying items, or switch between screens before it redraws with edit enabled.
Steps to reproduce:
1. Create a Buy/Get promotion in PCS using template type "Buy X and Y, Get Discount". Enter in necessary header values.
2. On the detail screen, add the first condition. Suppose you intend to set a price range but forget.
3. Note that the Edit option is disabled.
4. Navigate to main screen and back to detail screen (or add items), note that the edit becomes disabled. Appears to be a screen refresh issue.
