Goal
Loading periods into ARCS via file can often give error messages such as:
Exception occurred: "JBO-25303: Cannot clear entity cache oracle.apps.epm.arm.model.entity.HistoryEO because it has modified rows"
or
Invalid prior period specified
or
Prior period is invalid
