After loading Third-Party Payslip and associated Document of Record successfully via HDL, employees are not able to access or view the payslip within Simplified UI or SUI by clicking Home->Pay->My Payslips
EXPECTED BEHAVIOR

Employees should be able to view their payslips
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load Third-Party Payslip and associated Document of Record successfully via HDL
2. Employees are not able to view the payslips within Simplified UI or SUI->Person Information-My Payslips
