Schedule Appointment Through Drag And Drop Does Not Honor All Resource Constraints

Symptoms
This is a Appointments related scenario
On the source location, three location resources are defined with constrain appointment.
Once the appointment is scheduled using action, it schedules the appointment on all the three available resources. This is as expected
However when the user drags and drops the shipment on one of the resources it does not check the other two resource availability.
It is important to note that all resources are defined with Constraint appointment check.
In other words, schedule appointment via actions is honoring the constraints where as drag and drop is not honoring the same
